Mexico is part of the Unified Americas Account (formerly Unified North America, but they finally figured out that Brazil isn't in North America).
If you sign up for the .com, it comes as a package; you get US (.com), Mexico, Canada, and eventually Brazil. They are all part of the account, and the monthly pro subscription fee covers all of them.
WARNING! DO NOT, UNDER ANY CIRCUMSTANCES, ASK AMAZON TO DELETE, CLOSE, OR REMOVE ANY OF THESE MARKETPLACES. THEY WILL SHUT DOWN YOUR ENTIRE ACCOUNT JUST FOR ASKING THE QUESTION.
Instead, put Mexico on Vacation mode, and make sure you have no listings there. Do the same for Canada and Brazil. Then the entire monthly fee will come from your .com site balance, and not be charged to your credit card.
If you don't want to use the pro plan, you can downgrade, and not pay the $39.99 monthly fee, but you will be paying an extra 99 cents per transaction, lose access to some reports, and not be eligible for the BB unless FBA.
