having trouble With Upping the Tier on Vine

Amazon Vine recently provided a tiered system where you can list a unit free at tier 1 , $75 at Tier 2 and $200 at tier 3. I added one product at tier 2 and 2 at 1 to see how things would go, and i did get 2 reviews on the tier 1 free listing, but now it won't let me request a higher tier for that ASIN since it says that ASIN is already enrolled. Nothing in the help directly explains or says that you can only use a single tier, otherwise, I may have started with tier 2 instead. Any input or suggestions on what I am misunderstanding?

Do you know what you have gotten into?

Giving away products for a free review has nothing to do with the salability you your product. They may write something nice but would have never purchased the product if it was not given for free. To test the salability of the product is done is done in a much different manner and costs nothing.

From looking at the Vine FAQ page it states: Each ASIN can only be enrolled in Vine once in that ASIN’s lifetime.

I am making sure with relevant partner teams if this is also accurate between the tiers as well.
